My despatch of 25th August Confidential Salt Administration have sent here another launch which was captured at Swatow from the Canton authorities. In view

of my previous protest it is difficult to avoid the conclusion that this action is a deliberate attempt to broil us with Canton and I have asked His Majesty's Minister to protest and to demand removal. He declines to do so without instructions from the Secretary of State for Foreign Affairs.

It is I beg that removal may be insisted on. most unfair to this Colony that it should be dragged into disputes of rival Chinese factions and to give shelter here to a vessel which has been forcibly taken from one faction by another appears to be a departure from the principle of neutrality and must endanger the maintenance of good relations with Canton on which the prosperity of Hong Kong and of British trade in South China depends.
